According to official sources, the Union Cabinet is to meet on December 6 to discuss amendments to the Prevention of Terrorism Ordinance (POTO). Speaking in New Delhi, Union Home Minister LK Advani said although the government could not establish a ‘synergestic relationship’ with the opposition on the measure, it can not run away from responsibilities to the nation. He added, "We may not be able to allay the apprehensions of others on POTO, but we will certainly do so fully with regard to mediapersons."

He said after the September 11 terrorist attacks in the United States, the Security Council had asked all nations to create such laws to deal with terrorism and those who finance terrorists. Foreign Minister of the Afghan Interim Authority Dr Abdullah Abdullah, arrived in New Delhi on December 12. He is scheduled to hold talks with Prime Minister Atal Behari Vajpayee and External Affairs Minister Jaswant Singh on the evolving political and security development in Afghanistan to seek India’s help in the reconstruction programme. Dr Abdullah is the third minister of the Interim Authority to visit India. Interior Minister Younis Qanooni was the first to visit on December 7, followed by Mr Sadiq, son of Governor of Herat Ismail Khan.

A group of an estimated five terrorists attacked India’s Parliament while it was in session, a little before noon, today, on December 13. Initial reports said 11 people, including all the five terrorists were killed and 30 injured. Among the dead are six security force personnel, including a woman constable. The Prime Minister and all Members of Parliament are safe. The Cabinet Committee on Security (CCS) is meeting at 400pm this evening to review the security situation. The Army and the elite National Security Guard (NSG) have taken control of the Parliament complex. The Defence Minister is in constant touch with the Chief of Army Staff. Besides, Law Minister Arun Jaitly, who was inside the Parliament Complex at the time of the attack, said the terrorists hurled eleven hand grenades and entered Parliament precincts but could not gain entry into the building. News reports speculated that terrorist outfits active in Jammu and Kashmir were responsible, though no outfit has yet claimed responsibility. Responsibility for a similar attack on the J&K State legislature complex in Srinagar on October 1 was initially claimed by the Jaish-e-Mohammed (JeM) though, this claim was subsequently withdrawn. Another Pakistan based terrorist outfit, the Lashkar-e-Toiba (LeT) too has carried out several attacks where high security targets were stormed by the outfit’s suicide terrorists, fidayeen, including the storming of the Poonch police station in J&K on August 23. There have also been repeated threats by these groups, claiming that the Parliament, the Prime Minister, the Minister of Defence and the Minister of Home Affairs would be targeted.

The bomb disposal squad of the National Security Guards (NSG) removed and defused explosives contained in the car used by terrorists to enter Parliament on December 13. The car was taken into custody by the police for further investigation. About 30 kg of RDX was recovered from the car. The Parliament complex has been sanitized and made safe. Other explosives carried by the terrorists in bags were also defused successfully. At least two grenades were also defused successfully. The Lok Sabha security has reportedly given ‘all clear signal’ so that Parliament session could be held on December 14. A red alert has been sounded and security beefed up at all key installations throughout the country. Security forces were put on maximum alert and surveillance strengthened at Assembly buildings, State Secretariats, Governor’s houses and other installations. Patrolling has also been intensified at vulnerable places in the State capitals. In Delhi, Army has been deployed at Parliament, North and South Blocks and key ministries.

Security agencies arrested six persons on December 14 in connection with the terrorist attack. Media reports quoting official sources said, a Delhi-based academic was arrested from his residence following investigations and was being questioned by joint team of various intelligence agencies on the details of mobile phones found in the bags of five slain terrorists. The intelligence agencies also reportedly laid their hands on intercepts of communication between the academic and terrorists and between the terrorists and the Jaish-e-Mohammed (JeM) headquarters in the days just preceding the attack. Five others were arrested from Prashant Vihar area. Two more persons, said to be Pakistani nationals, were also reportedly picked up from a New Delhi hotel minutes before they were to depart for Cananda and the United States.

Central Reserve Police Force (CRPF) Director General Trinath Mishra, while speaking at the 62nd anniversary of the CRPF in New Delhi, on December 25, said the CRPF is poised to take charge of internal security all over the country by the year 2005, as per the recommendations of the Group of Ministers (GoM) on security. He said this would relieve other paramilitary forces like the Border Security Force (BSF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), Assam Rifles and the National Security Guard (NSG) from internal security tasks. The GoM observed that the BSF, CISF and ITBP were created for specific tasks and not for internal security, which is the exclusive area of the CRPF, he added. Mishra said, to handle the added responsibility the force needs to be modernised and 65 more battalions are required. There are 141 battalions in existence already

Prime Minister Atal Behari Vajpayee, at a meeting with leaders of all political parties in New Delhi, on December 30, said he was confident that diplomatic pressure would resolve the crisis with Pakistan. He said the international community was aware of India’s anger in the wake of the December 13-attack on its Parliament, which India has blamed on Pakistan-based terrorist outfits operating at the behest of Pakistani military intelligence. The Prime Minister added, "I firmly believe this will put sufficient pressure on Pakistan and it will be forced to act against the terrorist groups". At the meeting, Opposition leaders spoke in favour of pursuing diplomatic pressure and Foreign Minister Jaswant Singh unveiled a series of possible further steps, including handing over to Pakistan a list of terrorist leaders India wants to see arrested. The meeting also decided to send delegations, including government and Opposition leaders, to various world capitals in January 2002 to push India’s case against terrorism sponsored by Pakistan.
